They can get much bigger then 8 inches-a friend of mine has 3 blood parrots and they are 11 inches & 2 are 13 inches... I I have had mine since April and he is already bigger then 8 inches he was only about 3 inches when I bought him. They grow fast and are big pigs .. I have ONE in a 55 gallon...
I have a heavily planted 90 gallon with injected Co2 I run a 2217 - it has been an excellent filter - imo it would be absolutely enough for a planted 100 gal

I use a python No Spill Clean and Fill water changer for mine-- Highly recommend it. I will never go back to buckets !!

Instead of a salt bath I would just add salt directly in to his tank during a water change (dissolve the salt with new water in a cup first ) then add during the fresh water.. Much less stressful then a salt bath.. As for precautionary medication I personally always have Kanaplex on hand and...
He looks like he has fin rot.. His twitching also looks like he is trying to itch himself..I suspect he has a parasite of some sort maybe beginning of ich or velvet. I would raise your temp and treat him immediately

Most definitely that is a great tank for a Betta :) you may want to consider a small filter and heater tho :)

Is it possible to re arrange your wood maybe he feels limited to where he can explore.. Maybe try putting it in the opposite corner see if he hovers in the same spot on the other side .. I find they like open space to swim so he may just feel a bit restricted.

I think you are ok to keep him. However I would not add another big fish of its kind tho- as long as your water parameters are good and you are diligent with maintenance I don't see any reason to have to rehome him .
