Ever thought of tossing a bunch of snails in there? they breed readily enough in a 2.5 and you could always sell them to your lfs when you have too many. Ive got 7 tanks in my home and have been known to do just that to help keep my puffers teeth down.

It could be your water company doing maintance but i have to ask why did you do a 75 percent wc and how large is your tank? At any rate 75 percent wc is a lot and has been known to mess with a tanks cycle.
Although a pleco would work just fine it may be a good idea to look into cory cats. They school in most any number but 3-5 is good and they will be forever searching your substrate for food.
Sounds like youve got it all figured out. the 10 gal should be sufficent for quite some time but eventually as they reach maturity you will need to spread them around a bit more 43 fish in a ten gal will be way too much in about two months.
