Could be overgrown teeth which is rare but still possible with dwarf puffers. Could also have internal parasites. The next time it takes a dump see if it looks abnormal in any way

I have had ADF before and they are pretty lousy eaters . Whatever food you put into the tank probably wont be eaten for a day or two.

Dwarf rainbows are really good because they don’t get nearly as big as other rainbow fish and the males have really good color
