Usually self sustaining tanks are the humongous tanks that are so big and heavily planted and lightly stocked that the little ammonia that is produced is eaten up right away by the beneficial bacteria.
15 gallons is a different story..not saying it's impossible...probably a little challenging...
Since the tank is really large maybe you should add a few schools of different cories (6 Julis, 6 Peppered, 6 Emerald green, etc) whatever species you like. :)
All the fish you've listed are social or schoolers and having them all in an appropriate sized school would over stock both tanks quickly!
I suggest a trio of guppies and – if you can find them – a school of Pygmy Cories.
I personally am not too partial to Ghost shrimp. They don't really help...
Clown Loaches are very skittish schoolers and get large so a 60 gallon long isn't the most accommodating to the clown loache's needs. :( But, up the school of Congo tetras to 6+ and they'll do great! You can even add a good amount more if you wish. In larger tanks I like to have larger schools...

Back in March I started a build regarding my 5 Gallon which I wanted to turn into a planted (low tech) tank. That, I achieved, and for a good 4 months I kept it going. But due to a lack of effort on my part and stress from a new school I haven't kept it put together to well and only have a few...

I am not knowledgeable on canister filters and stuff, I'm stuck on my AquaClears.
I will definitely be following along though, hopefully I learn a thing or two.
I know you plan on running a pressurized CO2 system but I think a Quad T5HO...

All my plants are doing really well! :)
I gave the Micro Sword a BIG trimming and moved it to find at least 4 bushes of runners!!
Dwarf Hairgrass is shooting more runners and the runners are growing in very nicely, I just wish it would carpet...
My local Petsmart just started selling German Blue Rams and Bolivian Rams. The Bolivians were in their tank but the German Blues weren't any where to be seen....wonder why? Petsmart is not the best place to buy fish from :/
Like everyone else has said, a betta is fine in a filter-less tank. But water changes and such are a must, even though they breath from the surface, to keep ammonia and nitrates at none or a minimum. I would suggest planting it as well (if the tank isn't already planted) because Bettas produce...
