it sounds like the baffles are broken. you can use weldon to "glue" new baffles in place. i was able to buy weldon from a place that builds plastic/acrylic items. they also sell tools and accessories. i am not sure where you will be able to find it in your area. perhaps you can do a search...
please let us know how it works out for you when its operational and if it is providing enough flow.

you may want to consider placing baffles between the skimmer and the return pump to reduce or eliminate bubbles that could be pumped up to your main tank.

i agree with lando. if you prefer the look of an open tank with a little LR, then i think that's okay. however, you should find an alternate method for bio filtration like a wet/dry with bio-balls or something similar.
