Your showing ammonia in your tap water. Your tank is only 3 gallons so just get a jug of water from another source that doesn't have ammonia for your water changes.

Yup I agree. 2 Oscars will fill that tank with 2 50-100% water changes a week. Get rid of the under gravel filters. They are horrible for large messy fish.. Especially ones that dig.
Fish do go through a lot of stress in travel for sure. I would like to clear something up that brennae mentioned in regards to the fish being floated and then added directly to the tank. This is the best way of acclimation for fish that have been shipped for long periods of time.

You have other problems in this tank besides air pump on/off. You have the stocking level of a 200 gallon tank and 2 koi that are pond fish and should not really be kept in a tank at all. Turtles are extremely messy and the pleco is as well. The 40 gallon tank is too small for that pleco alone...
Get a test kit so you can rule out water conditions. As a keeper of large cichlids myself, I can make a suggestion that 25% water change a week in a 65gallon is not enough to keep toxins from building up. Do a 50% water change and see if he perks up. At the age he is, it may just be old age.
