I've had my male Dragonscale in with three loaches and five neons for almost a year with no problems. 15gallon tank with DW and plants. It can happen you just need to be aware of what you're adding and keep close watch for a while.
It could also be just his coloration changing. My boy didn't really have much blue or black when I got home but in his new happy environment (not a cup lol) his true colors start emerging. Hopefully you're will be just fine.
I've seen the general consensus being that clean water with frequent water changes should clear things up. I'm not sure what he has (if anything) but maybe start with the simplest solution then go from there.
You could also try just adding black worms or the like. Add a bunch of those and they'll bury themselves in the substrate. The fish will feed on the as they need to. So you won't over feed plus since its live food, it won't rot and mess up the water. I've done this before and haven't had to feed...
