ok i think i might be going through another cycle or never finished the first one or something b/c the amonia is 0 and nitrate(or nitrite, whic ever come after amonia in the cycle) is climbing, so.....?????

i have 2 emperer (spelling) 400 filters on my tank. as everyone here prob knows they have the "top cover" that sits on the top and covers the replaceable filter and the biowheel. the guy at my lfs said to keep the cover off b/c it deprives the bacteria on the biowheel oxygen it needs to live...
so i just tested my tap water and got a amonia reading of 1.5 what can i do to get this down b/c obviously i should not use this water for my water changes!!!
ok how often should i do water changes and how many of these cycles should i expect, or can you even tell? also i noticed that the fish keep opening and closing their mouths quickly, is thia because of the high levels?
so i just added 7 glo light tetras a couple days ago and just checked my water perameters. my amonia went from 0 to1.5 and my nitrite went from 0 to 0.3 is this normal? is something wrong and or what should i do?????
its been up for over a week now, and yes it was already established. i think it was a mini cycle because they both rose and then fell seperatly..... i had food and a some guppies as the source of amonia.
