I'm just a newby, but doesn't that happen when a fish's growth is stunted. I've seen it a few times at the store. It's sad but is usually caused from over population or too small of a tank.

The swords are about 2.5 in right now and I expect them to grow to 4 or possibly a bit larger for the females. Like you said the neons are smaller, but more cards would work as well. Because of the swords, how much of the water should I replace every time I clean? 25%? Or is that too little?
