So I bought a pair of guppies and for some reason one of them just sits in the bottom corner of the tank (bare bottom) is it sick or something any and all advice is appreciated

So i have had my tank set up and running with all the meds for over a week and i went and got a pair of guppies and for some reason they are sitting on the bottom of the tank any suggestions??

Only problem with that is here in Ontario Canada you need a licence to keep any wild life and that includes fish, I was thinking of maybe just getting like one or two Rockbass from the pond not to far from my house but like i mentioned i would need a licence.
