    Does the tank have an internal filter (like behind the back plane or a media compartment). or a place that he may have gotten that you would never expect?

    how much sand

    If you are using crushed coral and sand, the CC will end up on the top and will need to be cleaned otherwise it starts looking really bad. I had the CC/sand in my 1st tank and it lasted about 6 months until I decided to get the CC out.

    I agree, sounds like diatoms, if they are powdery and your tank is new, perfectly natural. Water numbers would help as well.
