I don't think that is hair algae. I've never seen it shoot up in single stalks like that. It usually starts in patches and grows up.
Might be spaghetti worms.
1. Yes you should have a cycled qt tank. You can use some media from the dt to seed the qt.
2. Ammo and frites should be little to none.
3. 4 weeks is the minimum I qt as long as there are no signs of parasites/ich

I'm not a fan of chemicals. I had gha and just pulled it off in chunks and put it into another container with water to clean my hands. Did this over the course of a week and it disappeared. Never messed with cyano yet.
I agree with Carey that you must find the source of the nutrient problem...
Optics direct the light coming out of the led. Higher optics are good to spread light(shallow tanks) and lower optics focus the light(deep tanks). I have the 90 degree optics on my unit at 10" above the water.
