I have the tools to completely block off the bottom grate. You just use aquarium glue or locklite super glue along with a piece of strong plastic . I am attaching a couple if pics to help out. The plastic tube needs to be cut vertically and then it will fit the grate perfectly. Dab some glue on...

You should also take some gravel from the old tank and put it in the filter of the new tank. And if possible a piece of old sponge to add to the new filter.
i believe these are diatoms. Basically brown algae. Do you have a high PH in your tank> Is your aquarium near direct sunlight? Just clean your tank (with tank water) And research the ways to control diatoms in your area:)
