Depends on what it's with. I used to breed them for little stores and even as fry mine would fight other larger fish. They are very intimidating to other species so they are left alone usually.
5 gallons is small so you could put some plants in there. Or you can use a pressure controlling valve that goes in the air tube. The only thing that needs the air is the fry.
Maybe 5 or 6 is pushing the bar a little but 4 is totally do able. Thank needs to be cleaned weekly and keep changing the inside and they won't try to fight to be king fish
Also an old fish keeper with tons of oscars told me her trick to having so many in one tank was to let them watch tv for awhile when they aren't getting much attention. Worked for me when my fish would get too aggressive
In a 130 you could have a bunch of oscars provided you have enough places for them to hide from bigger oscars. I would say 5 or 6 or even more based on experience would be happy if you feed them often( not a lot, just often) and twice a week change the layout inside the tank.
Most likely fin rot. Are there any snails in the tank? Some carry parasites like ich, but they leave a black spot, rather than a white spot. Also if you've had unclean hands in the tank or some sort of stress. It could get infected and then into something similar to this. But this is most likely...
