I have about a cup of duckweed that has some riccia & java moss in it (I can toss in another clump of java by itself). I also need to trim the pennywort so a cutting of that needs to go as well.
I would NOT consider this stuff to be snail free!!

As long as the heater has a good flow of water across it there shouldn't be any problems. If it still worries you, leave room enough to remove the heater just in case while the tank is cycling. This should be a nice test period to see how things work out.
As for foam/silicone damage... I doubt...
If you can't get it to sink with boiling - you should be able to tie it down to a rock or piece of slate with some fishing line so you wouldn't have to drill it.
