Make sure you cover your powerhead so that the small fishes and shrimp don't get sucked into your powerhead. I can't remember what other have tried for covering, but I'm sure you can look that up.

First you need to figure out what kind of reef you are setting up. I'm assuming you are doing low or low-moderate flow corals (ie softies and some LPS). I've been away from the hobby for quit some time, but low-moderate flow would be around 20-50gph. Well over 50gph would be high flow SPS happy...
Try different snails or black worms. You could always wait a few days and see if the puffer becomes too hungry and will try to eat anything live. Pellets and flakes will rarely work, especially if your puffer is not understand that you are the food handler.

Make sure you buy marine salt that is intended for saltwater. Also buy a refractometer in order to precisely measure the salinity. Large jumps in salinity level can destroy your beneficial bacteria. When you do your water changes, it's best to premix your brackish water.
