    Too many fish. You could start plugging in the details on Aqadvisor for a good starting point. Otocinclus really need a 30 gallon minimum.

    Water clarity

    In my experience, water clarifiers only clear the water in instances that it would have cleared up on its own. If there is a problem with your water, the water clarifier will not fix it. That being said, I have used Seachem Clarity and it was ok.
