Like fish said, a nutrient imbalance, you can try reducing the length of time you have the lights on each day for a while until you get the tank under control, but ultimatly i think its a nutrient imbalance.

Just keep the end of hte syphon about an inch or two above the sand and let it pick up the waste, if there is a stubborn something you can use the end to flip it up out of the sand and suck it up, if you pull the syphon upward quickly the sand will mostly fall back out.

Not sure what water lettuce is, if he starts to stay at the top you could just run an airstone and do a water change i suppose, cant help you with that one, sorry.

Are we talking native fish here or buying fish? If you can find it in the lfs, i'm sure its legal, if your not sure, ask them.

I would suggest dividing it into two compartments with those tank dividers, that way the betas still have a little elbow room. I dont know if they make opaque dividers, but you could get a backdrop and put it on the divider if you cant find one opaque. Good luck.

Yeah, jst dont fill it up completely to the neck so it has more surface area, also, leave the lid off the jug. Make sure you use dechlorinated water. I dont really know anything about poland spring water.

Are you sure its less than a gallon? thats pretty tiny, your beta isnt happy because he's so cramped, if i were you i would atleast go get a big bowl out of the kitchen or something and make that your betas temporary home.

The betta is a warmer water fish than the koi and the koi will get very large, also fin nipping will eventually become a problem if it isnt already. Comets get very large as well, so either way your looking at a big fish with a small fish. What size is the aquarium?
