Drift wood and java fern with no substrate...could a dying plant really increase the ammonia by 2ppm?

My wild betta pair unfortunately died after a battle with ich...I only have their fry now. They are betta Ideii which are mouthbrooders.

Water was tested 1 hr after adding ammonia to a 20 gallon long. Also when ammonia got 4+ppm and wasn't processing a 25% water change was done which brought ammonia to 2ppm the next day it was back up to 4+ppm. Tap water was tested and no ammonia was present.
