I would think you would be fine adding him last! They can be aggressive, I noticed you said with fish who don't compete for food, believe me, he will compete and will win competition for food in that tank! But no worries, should be ok!

Most fish can, but i don't think Ocellaris are notorious for it. You should be fine.

Is he going to the top and leaning back once he gets to the top of the tank? A lot of starfish do this, but are not climbing out of the tank. If you are really worried, just cut some egg crate or something to close the top off.

The LR rubble just gives more surface area for the beneficial bacteria and does not allow for as much nirate buildup as bioballs can. The bio balls are fine, but rubble is just better;)
