nah, I don't live by that rule. There are so many other factors one must take into consideration when deciding how many fish to keep in a tank. Some fish are messier than others, some have special needs, etc.
Some fish are just shy and tend to hide after being put in a new environment. Give it time. He/she will get more comfortable around you and swim out in the open eventually. My blood parrot was like that for a week or two.
The divider separates a small tetra and the blood parrot and loaches. The loaches are with the blood parrot. He chases them every now and then, but never bites them and the loaches don't care. They've lived with him for years now.
