That's correct they don't turn off at a certain temp, I'm not sure what they are preset at but if the heater only heats to 79 and the water is at 79. 79 degree water wont get any hotter if in the presence of 79 degree heat they would be in balance.

I don't believe it will, the purpose of placing it under the filter intake is for the bubbles to get sucked into the filter and chopped up in the impeller making them smaller and releasing the Co2 into the water.

They 6500k should do better for your plants. However if you really want them to thrive your probably better off getting a CFL light or T5HO light for the tank. Adding more lighting will allow you to put a DIY cO2 system on the tank and your plant growth will really take off

Here are some pics of the progress as promised I ordered the black background, Coralife Freshwater Mini Aqualight, and Azoo Palm filter tonight. Hopefull the will be here next week sometime and I can get the tank set up.
