After reading you post again, I'd say you are accidently sabotaging yourself with the water changes. If you don't have fish, you don't need to change the water. Let the numbers spike. They will come down naturally as the necessary bacteria colonies form.

I got my lovely pure ammonia to begin the cycling of my tank. I put in "an appropriate amount." HA! Right! I checked my ammonia levels and they were off the chart! Way, way more than 8ppm even. So I did a 50% water change, waited an hour and test again. Still off the charts! OMG...
