You only change the water in your 55G twice a year? I have to change the water in my 55G every week or it gets filthy and i'll start losing fish.. It's really not that bad. You don't have to inhale the air, suck on it one good time and it starts the siphon without getting any water in your mouth...

If you are custom building the tank, you can build it to whatever dimensions you would like.

I would probably go with guppies, they are super easy to breed. If you do use a HOB filter make sure you use a prefilter over the intake so the filter does not suck up the fry.

I would add some fake plants and a thin layer of gravel to the breeder tank along with a sponge filter and you should be good to go.
