    Thanks for the suggestions everyone. I'll start with more plants. and see how that goes. I like the idea of going from 6 to 12 neon tetras just to get them moving, and for the effect of a larger grouip, but it seems like that 20 gallon tank will then be awfully crowded.

    It sounds like I should have tested the water in the 3 gallon tank to get a baseline of what water conditions the fish were accustomed to before moving them. I am going to cycle the tank and try again with a couple of fish to see how it goes. Thanks to all for the information and suggestions.
