A few things. I have added all the fish from my now empty tank into this one. Have been running for 4 days with fish in cycle and old media in the tank. A=0 Ni=0 Na=~10. Good news so far i guess there will be no (or a very small) cycle due to the old media, I will remove this in about a months...
Is the h2o2 killing the cyano? If so the cloudyness will be organics from the dying bacteria. Do a water change every day or you might get an ammonia Spike.

Well I've done a lot. Found a stand, made a tree, added a mix of Eco complete and black sand, bought some rocks. Its filled and all set up with heater, filter and lights. Have to cycle now but that should be a doddle. Next phase is picking plants. What do you think?

You would need to use salt and heat. The heat just speeds up the life cycle of the ick. the salinity is what kills it. In his display tank having increased heat and no fish would more or less guarantee the ick gone by the time he puts his fish back in after treatment. i presume he would be using...
Id remove the betta to the qt too and treat both. The life cycle will be disrupted in your main tank as there are no fish and the ick will die. If you can turn the heat up a little in both qt and main to speed up the life cycle of the ick. you can treat the fish, tank and not lose your shrimp...
