This really depends on the individual betta, some have had success with topless tanks and others have found their bettas dried out and dead.
If it were me I would go with a DP, amazing little personalities and so much fun to watch them hunt for goodies in the plants and substrate :)
I personally wouldn't add much more than what you have already aside from a few more tetras & yes cardinals will get along :) A school of 10 or so would look great. You could try some cories as well! What kind of pleco?
Give her some time to adjust, if she came from a cup at the store she is probably just getting use to her surroundings and having other fish all around her. As long as she is eating and swimming normally I wouldn't be too concerned just yet :)
