My plans on my sump is the water flow in with a bubble trap, the "filter" part with the sand and plants(idk what they're called) and then a bubble trap after that to the skimmer and return.. So should I chop the "filter" part in half to add a fuge?

Okay so I ran into this awesome deal I couldn't refuse. 20 gallon tall tank, t5 light, 25-30 points of LR, plumbing for the sump. 2 skimmers, and a bunch of other small stuff for 85$!!
