I have one on a 16" tall tank and it grows every medium light plant I put in there very well. So maybe it would grow low light plants for your tank. That's all speculation, but I am very happy with mine.

Really one of the few things you could do is lower the water level, but that isn't the most aesthetically pleasing thing. You could add a small power head pointing at the surface but that may be too much flow. And as for the recommendation on filter. I totally agree. I use an Aquaclear 50 on...
