    Try finding a small LED fixture you could silicone into the lid. Depending on diameter of tank you might be able to DIY a new lid from a cap for large PVC pipe from local hardware store

    If I'm following you right, the lower overflow as you call it is siphoning water from bottom of tank over the top of the tank like a lift tube.
