That is incredibly high ammonia! Have you checked your tap water for ammonia? pH is probably just fine for the fish. Don't worry about the pH for now.

I'd recommend vinegar and/or bleach then rinse and rinse and rinse. Fill the tank and use 2-3 times the normal dechlorinator and leave full for a few days to check for leaks. Rinse and rinse again. I did that with a tank I found in the trash house and it seems to be doing fine. HTH. :hat:
