Powder browns are inherantly teritorial. They could definatley cause damage to your goby. But I would still count the puffer as a possible culprit. You could always try and redecorate your tank. Its a long shot but it might work.

All of my hermits and snails get along just fine with xenia's. I have blue leg, red leg and zebra hermits and a mixture of different snails which include mexican turbo, margarita turbo, and bumble bee. I frag my xenia's on a regular basis, so you should have no problems with them.

If it's a fungal infection, then I don't think a salt dip will help it to much. Salt and fresh dips are more for parasitic infections. But if you are still going to give it a try than instant ocean salt will be fine. But, in my opinion a salt dip just might push her over the edge faster.

Another thing to ask is 'what are you cleaning the tank with?' Any chemicals, detergents, etc.? As a side note: a PH reading of 7 is neutral. The PH scale logarithmic. So a reading of 8.0 is ten times more alkaline than 7.0 and a reading of 9.0 is 100 times more alkaline than 7.0. So on and so...
