The answer to question #1 would depend on what lighting you have.

The answer to question #2 would depend on your personal preference along with the species of fish you will be getting.

I would do java fern, and anubias very hardy plants and I would go natural like black or brown gravel personally

as for the plants my fav is dwarf lily and you done need that much light for them ether i only have a compact florescent in a household lamp and they grow like a weed

and for the gravel that is total up to you and the "feel" your wanting for the tank i have blue in one of mine and white in another so... i dont think the fish mind what color it is

Yea go for the Anubis I have around 8 they are very Hardy they grow a new 1 new leaf in about 1 and half weeks Java ferns are good to
