I have a 5.5 gallon tank with 5 neon tetras in it. I've been thinking about adding some type of bottom feeder, but most would be too much for my capacity. How does a shrimp sound?

Shrimp have a negligible bio load so could be a good addition. I keep red cherries with my tetras, the babies sometimes get eaten but with some good cover (moss is perfect) enough survive for the colony to increase. Cherry shrimp would also look more in proportion to to your tank and neons than larger shrimp would.
