Aqueon evolve

I was thinking of getting an Aqueon evolve for my Betta. He is currently battling fin rot. I hope he isn't burning himself on the heater.

I may move him to a warmer spot. He is close to a window but it has gotten colder and there is a draft. So I am thinking the heater may be on all the time and therefore hot. His damage started in November and he does like to rest on the heater.

Question. Can you put the heater in the 'sump' or hidden area of this tank?
