Betta splendens (the type most commonly available) is a freshwater fish so I doubt it could thrive in brackish conditions. It would probably survive, but that's never really the aim. Just out of curiosity why would it need to be in a brackish tank? Most typical brackish water fish wouldn't really be suitable tankmates for a betta anyway -- just my two cents.
