Betta Sorority

I'd like to start a betta sorority in a 20 gallon tank. How many bettas should I put in without causing aggression? I've heard of people putting in 8 and they fight, so is 3 or 4 a good number? I'll make sure to include lots of hiding places and watch carefully for any early signs of dominance or chasing, I have a backup plan if I need to relocate a fish into a different tank as well.
 
I'm getting ready to start one too. Everything I've read says minimum 5 with lots of hiding spots and plants to break sight lines. So I'm getting a few more betta logs, and some of those stacking betta rocks. Since I don't feel like dealing with another planted tank, I'm using silk plants, though with females it's less likely they'll rip their fins on spikeys.

I'm also looking to get them as young as possible.
