My blue acara has whites spots. It has been swimming very close to the sand lately (hiding under the rocks). Could this be sand or a disease?

Hard to tell from those pictures. Almost looks like Ich but I would want a better picture. Does it look like grains of salt sitting on the surface of the fish?
As a side note, what is the fish in the second picture peeking its head out of the rock?

The one peeking out is a black convict.
It does look like very small grains of salt. Just has a lot of spots all over.
