Burned tail fin?

My Betta is in a 5 gallon his nitrites and ammonia levels are 0. Temp is 79-80.

He seems to be a bit lethargic and resting at the bottom of his tank :( I just wanted to see if there was anything I should do or look out for. I don't see any signs of illness other than a possible burn on his tail fins. Maybe from the heater. I moved it a couple of weeks ago.

Also I took out the whisper filter that was dropping its impeller occasionally and put in an Azoo Palm Filter. I think that filter is only for 3 gallons but he is the only fish and his water parameters have stayed constant.

I was going to try to move him into a 10 gallon again but figure I may wait until he is acting 'normal' again. I did move his tank recently and he doesn't seem to take to change well.

Any advice? Or do they just get like that sometimes?

Hmmm.... How long have you had him? He looks ok to me in the pictures. Perhaps he is sulking over the changes?
 
He could be. Last time I tried a 10 gallon he freaked.

I double dosed stress coat for the hole his fin and gave him a good tank cleaning and water change.
