Chalk Like Substance on Plant

Yesterday I noticed this chalk like substance on several leaves. I think the plant is a Scarlet Temple, but I could be mistaken. It’s a 29 gallon and has been up and running for over a year. I noticed it after my recent water change, but it could have been there for longer.

There’s been no loss of fish and it’s not on any of the other plants. My parameters are O ammonia, 0 nitrites and 20 on nitrate. I haven’t added fish for several months, and my parameters have been steady for nearly a year. I was looking for advice. My initial thought is to do a bleach dip on the plant to see if it kills it if it’s a fungus. My second thought is to remove it entirety. Any thoughts?

The photo is not great. The light color on the Val is simply a light reflection.
