I know I have seen discussions about expired food in the past. I did a search and I wasn't able to unearth very much.

The food in question is NLS betta pellets. I have been using them for a few years now and they just expired in June 2015. I haven't used 1/8 of the pellets in the container. They still have a fishy smell but it isn't as strong as it once was.

Should I keep using the food or just replace it? I have some Seachem Nourish I could soak the pellets in.

Fish food doesn't go bad the way milk or meat might, but it loses nutrients and goes stale, sort of like old cereal losing its crispness or vitamins losing potency.
If it's a few months expired, use it up but if it's years out of date treat your fish to a fresh batch. They'll enjoy it better and probably color up more.

If it was me, I would replace the pellets. Just so I know they are getting plenty of nutrients.
