Fantail goldfish

Can I keep 2 fantails in a 20 gallon long with a 60 gallon sponge filter...
Maybe some ghost shrimp scavengers

No. Goldfish get huge, even the fancies. They also need a lot of oxygen so the bigger the tank the better.

I mean, I thought the minimum was a 20 gallon long for a pair... also I'm going to have an airstone

I've heard a lot of different rules, such as 10 gallons per goldfish, or 20 gallons for the first one, and 10 after that... but never heard that one...

Well bigger is always better, 20g just can't provide what they need. They get 6"+ when they have enough room to grow properly and can live from 10-15 years.
