Every time I do anything to my filter, I get this large amount of what looks like dust that disperses over my while tank, is this just beneficial bacteria being pushed out and than sucked back into the filter? It always clears back up for the most part, there will still be a small amount left always but the water is still very clear.

What kind of media do you have in it? Is it a HOB or a canister?

When I add a new pouch of activated charcoal or bio-media, sometimes I get a huge swath of micro bubbles and/or dust particles, even if the media wad rinsed...

Got answer, it is detritus that is just building up in the sand bed and when I move the sand it gets into filter floss. I just need to do a thorough clean of sandbed in a day or two cause I just did a water change today.
