Is this possible with out adding anything if so what plants. If not what would I need and what would it cost?

Sure it's possible, the light isn't great so you might want to stick with the easier stuff like ferns, mosses, anubias etc. I'm trying out dwarf lilies and tiger lotus in mine right now, but it's only been a couple of days
