Ok, I'm on my 3rd one on a year... After 3-4 months they have about a third of their power.

I clean the pads and do a 30% water change every week.

Rather than buy a 4th, is there a cleaning tip I'm missing out on? Any suggestions?

Do you clean the pipes and the inside of the filter itself?

No, I wasn't sure how to go about doing that without damaging the filter. Do I just poke a piece of wire into the outlet pipe?
