Gill Fluke in Betta?? Help!

I've been keeping my eye on a double tail betta that I noticed at the pet store. He seemed to have a swollen gill, and is unable to close it. I got a one gal started up for him and picked him up. I added aquarium salt and Micro-Lift Herbtana. I'm thinking this is gill fluke by the looks of him. Only his left side is flared up, it's slightly red, and he isn't able to close it. He's decently active, he's been swimming around checking things out, but acting lethargic for a betta in a new home. Any other thoughts on what this could be?? He isn't the prettiest, so he's been sitting for around two (maybe more?) weeks, and the problem hasn't progressed but it hasn't gotten any better. I'm hoping to fix this guy up and have him around for awhile, so suggestions on treatments or any ideas on what the problem is are appreciated!!
