Goldfish bottom sitting

1000ef all pond solutions external filter
Ammonia: 0ppm
Nitrites: 0ppm
Nitrates: 2ppm
Ph: 7.5

I have two goldfish. The older one is a veiltail around 3 or 4 years old and the newer one is a common fancy around a year old (got him a few months ago).
The tank also has Anubius, java ferns and snails.
I do a 20% waterchange and clean the filter about once a month.

My veiltail is 10cm and his tail a little longer (maybe 12cm) and has always dragged him down quite a bit but recently he's been sitting at the bottom of the tank a lot more and I've noticed small blisters on his pelvic fins and now a larger redish blister on his belly.

Is there something I can do to help him swim more? Or something to make him more comfortable at least?

Extra info... not sure if it could be related
Both fish have also recently started vibrating their dorsal fins at each other. So I'm wondering what this could mean?

They also likes swimming through the bubbles and stronger flows (veiltail does it more often). Not sure if its for fun or bc his skin is irritated?
