Good light for plants?

So I think I might go ahead and buy this light for my 10g that im going to plant with some low to mid light plants. What I'm going to most likely plant will be Java Fern and water wisteria or dwarf hairgrass. These will be planted in a very fine carib sea sand; not the java fern but the latter. Java fern will be anchored to driftwood or rocks.

So first of all, water based plant food or root tabs or both?

and secondly here's the light that I found, would this be enough for these plants?

In total the LED's are 10Watts, 8 6000K 1Watt LEDs, and 4 .5Watt red LEDs. It's the plant module build.
