What is a low-light ground-cover plant that isn't too expensive and is easy to find.
 
Java Moss is a popular one.

I have Staurogyne repens in my tank, though I'm not sure if it's getting enough light. It might be more of a medium-to-high light plant.
 
I have narrow leaf chain sword in my tank as a cover.
