I am fishless cycling my 20g long and have never fishless cycled, how much ml should i put in to get 4ppm?

It won't take much, but I honestly don't recall how much ammonia I had to add to my 29 gallon to get 4 ppm. It might have been 3 or 4 ml. I'd suggest adding a 1/2 tsp at a time, waiting 10-15 minutes and then testing.

Let's make life a bit easier (and more accurate)! Click on the link below and scroll to the bottom. There's an ammonia calculator to will give the exact dose in ml based on the percent of your ammonia and desired ppm. Remember that 5ml equals 1 teaspoon if you do not have something to measure in ml.

Edit- sorry, the link did not come up!

You can quite easily rediuce that to keep it at 1ppm and still end up with vastly more beneficial bacteria than you will ever need in your filter..... and it will take less time. In fact, reduce it o.1ppm and it will still be fine!!
